All-American Care is a universal health, long-term care, balanced-budget plan modeled after the Dutch health care system.
Universal health
1. It insures all legal residents with a standard benefit plan that covers most essential services.
2. The average premium is $181 a month.
3. The deductible is $447 a year.
4. Copays are capped at $290 a year.
5. Premium subsidies are available for those who qualify.
6. It does not include dental, eye wear, and physiotherapy.
Long-term care
1. It emphasizes home and community care.
2. Individuals 40 and over pay $40 a month.
Costs
1. There is an estimated 10 percent increase in spending over what the United States currently pays each year.
2. A value-added tax will help pay for the increased spending.
3. There will be no need to borrow money for this plan.
Balanced Budget
1. By adopting best practices from the Dutch health care system, we can reduce costs.
2. The Netherlands spends 10 percent of its GDP to health care; the United States pays 18 percent.
Amendment
1. The U.S. must ratify an amendment that mandates all legal residents take out a health insurance policy.
